About EMERGE
EMERGE unites Puglia, Molise, Albania, and Montenegro to jointly
analyze risks, standardize responses, and implement innovative
solutions for shared environmental challenges.
Our Mission
EMERGE was created to address a critical challenge: environmental risks don't respect national borders. Coastal erosion, flooding, pollution, and ecosystem degradation affect entire regions, yet governance structures often remain fragmented along administrative boundaries.
Our mission is to build shared capacity across Puglia, Molise, Albania, and Montenegro, enabling these territories to jointly analyze environmental risks, standardize governance responses, and implement innovative, cross-border solutions that benefit all communities.
Through the development of an interregional standard for risk analysis and the creation of a digital platform for knowledge sharing and solution deployment, EMERGE ensures that local actions align with broader environmental needs and EU policy frameworks.
Project Vision
We envision a future where cross-border environmental governance is not an exception, but the norm. A future where territories share data, coordinate responses, and co-develop solutions that address the root causes of environmental risks rather than their symptoms.
By establishing a replicable model for cross-border environmental collaboration, EMERGE aims to demonstrate that shared challenges require shared solutions—and that coordinated action produces better outcomes for people, ecosystems, and economies.
Develop an interregional standard for risk analysis
Create a shared framework for identifying, analyzing, and prioritizing environmental risks across all four
territories, ensuring consistency and comparability in risk assessment.
Build a Digital Platform for Cross-Border Solutions
Establish an accessible digital hub where stakeholders can submit innovative solutions, access knowledge
resources, and collaborate on cross-border initiatives.
Launch three parallel calls targeting specific environmental risks
Launch three parallel calls targeting risks, providing support for innovative, evidence-based solutions.
Foster Knowledge Sharing and Capacity Building
Organize webinars, workshops, and collaborative events that bring together public authorities, researchers, NGOs, and communities to share lessons learned and build long-term capacity.
Strengthen Cross-Border Governance Frameworks
Promote ecosystem-based governance approaches that transcend administrative boundaries and align local actions with regional and EU environmental policy.
Puglia
Facing coastal erosion along the Adriatic coastline, agricultural water stress, and increasing flood risk in urban and rural areas.
Molise
Dealing with landslides, river basin management challenges, and ecosystem degradation in mountainous and coastal zones.
Albania
Addressing rapid coastal development pressures, marine pollution, and the need for integrated coastal zone management.
Montenegro
Managing tourism-driven environmental pressure, wildfire risk, and the protection of UNESCO-protected ecosystems.
Project Launch & WP1 Initiation
Partnership establishment, kick-off meetings, risk analysis methodology development, and
territorial data collection.
Standard Development & Platform Design
